Qualified Site Program
A Qualified Site is either an available site or a combination of site and building(s) that meet the certification criteria of the Qualified Site Program.

By extending Qualified Site status, the community is certifying to prospective clients that a detailed investigation of the site has been conducted.
Qualified Site Guarantees

  1. 

The site is available at a specified cost with the listed infrastructure in place.

  2. 

That all of the engineering studies have been performed by a Registered Engineer.

  3. 

That the site has been checked for environmental issues and a summary environmental report is attached.

  4. 

That all zoning, easements, and rights-of-way have been checked for compliance.

Based on detailed investigations, the selected sites are the best known sites that are currently in a form ready to deliver to the prospect at that time. Extensive mapping and analysis will be performed on Qualified Sites, which will then be formatted into computer-generated materials.

Completed offer to sell/lease for a stipulated sum

Owner documentation as requested

  4. 

Any other supportive information and exhibits to reinforce site qualifications

Qualified Site Criteria
A Qualified Site is defined as either an available site or a combination of site and building(s) determined by the community to have met the certification criteria and guidelines contained within the Site Qualification Program.

  A. 

Terms and Conditions of the Site Sales Transactions
- (Type of Transaction)
Each proposal will indicate which of the following ownership transactions are to be offered to prospective users:

1. 

Fee simple transfer of site title to purchaser
2.  Lease of building or site, with or without option to purchase at a specified date
3.  Other specified type of transaction

- (Ownership or Control of the Site)
To qualify for certification, the property must be accompanied by assurance that the site will be offered under specified conditions to prospective users. The following assurances are to be included in each proposal:
1.  Evidence that sites which are privately owned and can be offered by the owner or representative for sale or lease under the terms prescribed within the proposal. Evidence will be in the form of a written appropriate real estate agreement authorizing an agent to offer the property for sale or lease.
2.  Evidence the owner, agent, or some recognized economic development entity or local government owns or controls the site, by way of an option to purchase or an arrangement which clearly demonstrated the ability to offer the site for development. Evidence may be a copy of the deed or contractual agreement whichever applies.

- (Definite Price for Site)
The proposal must contain information that establishes the price and other related terms of a potential contract to sell or lease the property. Terms of the sale, such as the availability of owner financing, earnest deposit requirements, and any other terms of the sale or lease which would be considered as part of the total purchase requirements to be placed on a prospective purchaser or lessee must be defined and incorporated into the proposal.

- (Other Conditions of Sale or Lease Transactions)
Each proposal must contain complete disclosure of any other conditions or limitations placed upon the sale, lease, or use of a proposed Qualified Site.

  B. 

Site Requirements
The following criteria must be reflected in each proposal.


Minimum Site Area: Five (5) acres will be the minimum size of the property proposed
Minimum Developable Area: Site will be suitable for development of business/industrial facilities.
Minimum Site Access: Each site must be accessible by a roadway that meets tractor/trailer highway standards. The improvement standards of the access road must be compatible with the proposed uses that the site is intended to accommodate. Where such standards do not exist, the owner/developer will clearly demonstrate the intent of improving such access at the time the site is developed.

  C. 

Location and Use of the Site
Proposed sites will be compatible with the community and the environment. The following criteria will be addressed in the certification application.


Municipal Jurisdiction: Where sites are located within municipal limits or municipal extraterritorial jurisdictions, evidence that the relevant municipality is aware and supportive of the proposal for Qualified Site designation must accompany the proposal.
Zoning: The zoning district in which the proposed site is located must clearly permit the intended use of the application. If no zoning presently exists, the proposal must demonstrate the proposed use is compatible with existing land uses in the vicinity and reflect the support of the appropriate unit(s) of local government.
Present and former uses of the Site: The application will indicate the present and possibly, the former uses of the site.
Environmental Requirements: The following requirements are placed upon all sites:

1. 

Evidence that no hazardous, noxious, or harmful wastes have been stored or disposed of on the site. An environmental audit is required of all sites.
2.  That the Federal attainment/non-attainment status is fully disclosed and all air and water permits and controls are listed by Approval Authority.
3.  Mapping will delineate any wetlands.
4.  Rare or endangered species must be indicated.
5.  Archaeological findings, sites, or structures must be established.
6.  The location of streams or other bodies of water will be indicated, along with 7Q10 flow of such streams.

  D. 

Essential Services and Infrastructure to the Site
The following minimum essential services are required for Site Qualification:


Electrical Power Supply: The supplier of electrical services and the estimated cost of providing industrial quality power to the proposed development site will be identified.
Public Water Supply: The local water service must certify that adequate service is available, and attest to their ability and willingness to provide appropriate service to the site; the size and location of existing and proposed lines; the available water storage capacities of the system; static and residual pressures in the vicinity; and the excess capacity of existing water treatment facilities. The local supplier must certify that the connection of services to the proposed site is technically and economically feasible
Public Wastewater Treatment Services: The availability of a suitable and adequate source of wastewater treatment for effluent discharged from the proposed site is a prerequisite. The owner of the relevant wastewater treatment facility must certify that adequate treatment capacity and service is available, and attest to its ability and willingness to provide appropriate service to the site and to the conditions under which such service can be provided; the size of existing or proposed collection lines; the size of existing or proposed pumping facilities necessary to service the site; the extent of treatment technology present at the treatment facility; and the distance which the local service must be extended to serve the site. The supplier of treatment capabilities will also certify that connection to these wastewater lines from the site is technically and economically feasible. Under certain conditions, sites may be served by alternatives to existing public wastewater treatment systems. Site plans for accommodating such systems should be clearly and adequately reflected in the proposal, including design, nature, capacity, and location of the system. Systems relying on ground absorption should be supported by evidence that soils, topographic conditions, and geology are conducive to such systems.
Natural Gas Supply: Natural Gas is not mandatory for site certification. Where feasible, supplier and relevant size and supply of feeder lines to the site will be identified.
Railroad Transportation Service: If available, the proposal will reflect the provider of such services. If a rail spur or sidetrack is proposed, the rail service should attest to the feasibility and to their support of the proposal. Any proposed line should have supporting documentation of any proposed financial commitments.
Air Transportation Service: The proposal will reflect the location and distance from the site of both the regional and local airports; the number of carriers for passenger and cargo; and the length of the longest runways.
